Rules

Rules: All standard FIFA Laws of the Game will apply with the following age division modifications.

ALL PLAYERS MUST WEAR SHINGUARDS. NO JEWELRY OF ANY KIND – NO EXCEPTIONS

U7 play 4v4. Game time 40 minutes with four 10 minute quarters. Stoppage for water break
– no intentional heading  - restart w/ indirect kick
– no offside
– no slide tackling
– no goalkeepers
– all free kicks are direct kicks
– Size 3 ball

U9 play 5v5. Game time is 50 minutes with 25 minute halves (water break around 12.5 minutes time still runs)

– no intentional heading -  - restart w/ indirect kick
– There WILL be offside according to the build-out rule
– no slide tackling
– goalie may NOT punt ball – use build out line (penalty area)
-  free kick distance modified for field size: 4 yd distance between defensive players and ball
– Size 3 ball

U11 play 7v7. Game time 60 minutes with 30 minute halves (water break around 15 minutes)
– no intentional heading  - restart w/ indirect kick
– There WILL be offside according to the build-out rule
– no slide tackling
– goalie may NOT punt ball – use build out line
-  free kick distance modified for field size: 6 yd distance between defensive players and ball
– Size 4 ball

U13 play 9v9. Game time 70 minutes with 35 minute halves (water break around 17.5 minutes time)
– no intentional heading - restart w/ indirect kick
– no slide tackling
– There WILL be offside
– Size 4 ball

U17 play 7v7. Game time 70 minutes with 35 minute halves (water break around 17.5 minutes time)
– heading IS allowed
– slide tackling IS allowed (if done safely)
– There WILL be offside
– Size 5 ball

Substitution Rules:
1. Throw in by any team in possession.
1a. Referees may not allow substitution during an advantage situation by attacking team.
2. On either team’s goal kick. 
3. After a goal is scored.
4. At half time.
5. At water break.
6. Injury. 
NO substitutions should be allowed on offensive motions (corner kicks, free kicks).
Substitutions should be made at the half-way line and with permission of the referee.
Refer to the Laws of the Game (Law 3.3) for more information.

Kick-Off
– ball may move in ANY direction (does not have to move forward)

The Build-Out line is to be placed halfway between the top of the penalty area and the midfield line 

  1. The line also is used for the offside line. Players cannot be penalized for an offside offense between the halfway line and the build out line 
  2. The opposing team must move behind the build out line in the following situations a. On a Goal Kick b. When the goalkeeper has possession of the ball (with their hands) 
  3. The goalkeeper may release the ball into play prior to the opposing team reaching the build out line (quick restart). The opposing team may challenge for the ball once the ball has either a. Been touched by a teammate of the goalkeeper b. Goalkeeper has dropped the ball and touched it with their feet 
  4. Once the opposing team is behind the build out line, the goalkeeper can pass, throw, or roll the ball into play (punting, including drop kicking, is not permitted for U10 and younger matches) * 
  5. The opposing team may cross the build out line when: a. The goalkeeper passes, throws, or rolls the ball with their hands to a teammate who then touches the ball (First Touch is Free) Behind the Build-Out Line# b. On a Goal Kick when the ball has been kicked and moved and touched by a teammate Behind the BuildOut Line# c. The Goalkeeper in possession of the ball with their hands drops the ball to the ground then touches it with their feet i. An indirect free kick will be awarded to the opposing team if: a. The GK drops the ball to the ground and does not touch it with their feet within 8 seconds b. The GK releases the ball with their hands and the receiving player chooses not to touch the ball within 8 seconds. 
  6. If the opposing team crosses the build out line before the above (Point #5, a, b, c) the referee will: a. From Goal Kick – Retake the Goal Kick b. From the Goalkeepers possession – An Indirect Free Kick is awarded to the goalkeepers’ team  

In the event that the league chooses a tournament-style season, the end of season tie-breaker procedures are as follows:

  1. If no Goalkeeper in the division rules then add 5 minutes extra time to sudden death (first goal scored wins). Flip coin to see who gets kickoff and who picks side just like beginning of game. Keep adding 5 minute extra time until 15 minutes extra time has been used. Then the tie breaker will be season goal differential. If still tied then PK with 1 Defender same as procedure below (just no hands).
  2. If a Goalkeeper in the division rules then add 5 minutes extra time to sudden death (first goal scored wins). Flip coin to see who get kickoff and who picks side just like beginning of game. Redo this procedure and keep adding 5 minutes of extra time until 15 minutes extra time has been used. Then the tie breaker will be a penalty shoot-out (see below).
  3. In a penalty shoot-out, each team takes turns shooting at goal from the penalty mark, with the goal defended only by the opposing team’s goalkeeper. Each team has five shots which must be taken by different players; the team that makes more successful kicks is declared the victor. Shoot-outs finish as soon as one team has an insurmountable lead. If scores are level after five pairs of shots, the shootout progresses into additional “sudden-death” rounds.[1] Balls successfully kicked into the goal during a shoot-out do not count as goals for the individual kickers or the team, and are tallied separately from the goals scored during normal play (including extra time, if any). Although the procedure for each individual kick in the shoot-out resembles that of a penalty kick, there are some differences. Most notably, neither the kicker nor any player other than the goalkeeper may play the ball again once it has been kicked. Players only get 1 PK shot.  This stays true as you select next 5 due to ties at end of first 5.  Until the entire roster has taken 1 shot then everyone moves to 2 shots.
  4. Laws of the game Law 14- The Penalty Kick should be reviewed. Only difference is Kicker nor any player other than the goalkeeper may play the ball again once it has been kicked.
